An overview of the topics to be discussed at the upcoming Board meeting.
Tuesday’s Stafford County Board of Supervisors’ meeting includes a list of 26 items on the consent agenda, one work session item, three presentations/reports by departments, and five public hearings.
Work Session
- Consider Adopting New Operating and Procedural Documents – In early 2024, the Board sought to change its meeting, agenda, and committee structures to increase efficiency, effectiveness, and transparency. In May 2024, the Board decided to first amend its By-laws to adopt new meeting structures (Part I) and then to consider additional related By-laws amendments (Part 2). The Board adopted the Part I amendments in July 2024. The Board is now considering Part 2 amendments to the By-laws and an updated Code of Performance, as desired and recommended by the By-laws Committee.
Presentations/Reports by Department
- Review the Rappahannock Area Community Services Board (RACSB) Agreement. The RCSB has a biennial agreement with the state’s Department of Behavioral Health and Developmental Services (DBHDS) called the Performance Contract (PC). The current contract is in its amendment cycle and approval is needed. This performance contract needs to be approved by our governing bodies, by RACSB, and by the Department, on or before September 30th, in order to continue to receive state-controlled funds. The agreement is currently under review by the County Attorney’s Office.
- Approve 2025 Legislative Program – Stafford County adopts an annual General Assembly Legislative Program (Program) each year in advance of the annual General Assembly Session. The Board is asked to consider adoption of Proposed Resolution R24-169, adopting Stafford County’s 2025 General Assembly Legislative Program.
- Report and discussion on the Historic Port of Falmouth – For many years, the Historic Port of Falmouth has seen heavy visitation on weekends during the summer months. During the 2021 summer season, the Fire and Rescue Department’s Swift Water Rescue Team began having staff at the Historic Port of Falmouth on weekends to educate the public and assist with water safety. The Fire and Rescue Department has continued this service since that time. In July of 2022, the Board of Supervisors voted to implement a $25 parking fee at the Historic Port of Falmouth. At that time, the Parks and Recreation Department began staffing the park and collecting the parking fees. Initially, the fee was charged everyday of the summer and after the 2021 season the Board chose to charge fees only on weekends going forward, as weekends had the most prevalent use.
Public Hearings
- Consider a request for a Conditional Use Permit (CUP) to exceed the maximum height limitation with a height of up to fifty-seven (57) feet for an elementary school building in the A-1, Agricultural Zoning District on Tax Map Parcel No. 39-76B (Property). The request would allow the proposed elementary school building to exceed the maximum allowable height of thirty-five (35) feet in the A-1 Zoning District. A public hearing was held at the Board’s June 18, 2024 meeting, and the item was deferred to August 20.
- Sale of Property – Mark Doherty of Spotsmark LLC has offered $65,000 for Tax Map Parcel 45-9A (.5263 acres) along Truslow Road and adjacent to 885 Truslow Road (4.35 acres). Mr. Doherty plans to build a new home on his adjacent land (885 Truslow) and is requesting this parcel for additional acreage as a yard for the new home, because approximately 2.35 acres of his current property at 885 Truslow is wetlands.
- Amend Comprehensive Plan – Consider a proposal to amend the “Stafford County, Virginia, Comprehensive Plan 2016-2036 2021 5-Year Update,” adopted on November 16, 2021, as last revised, regarding future land use designations to support higher density commercial and industrial development, on a portion of Tax Map Parcel No. 38-124 (Property). The proposed amendment would modify Chapter 3.0, “The Land Use Plan;” to amend the maps entitled Figure 3.1, “Urban Services Areas;” Figure 3.9, “Future Land Use;” and Figure 3.13, “Central Stafford Targeted Development Area”.
- Rezoning from A-1 to M-2 for a data center – Consider a request for a proposed zoning reclassification, with proffers, from the A-1, Agricultural Zoning District to the M-2, Heavy Industrial Zoning District on Tax Map Parcel Nos. 38-29A and 38-124 (Property), consisting of 503.84 acres to permit a data center, public facilities/utilities, and related accessory uses. The deadline for the Board to decide upon this reclassification request is September 11, 2024.
- Conditional Use Permit for a ready-mix concrete batch plant – The Board is to consider a request for a Conditional Use Permit to allow for heavy industrial and heavy manufacturing uses not otherwise listed, specifically a ready-mix concrete batch plant within the M-2, Heavy Industrial Zoning District on Tax Map Parcel No. 44N-1-10 (Property). Stafford County Code Section 28-35, Table 3.1 permits this use in the M-2 Zoning District, after a CUP is approved by the Board.
