Kirk Twigg and the Commonwealth of Virginia will present a plea agreement before Spotsylvania County Circuit Court next week, according to the court’s online case information system.

The plea agreement is scheduled to be heard at 9 a.m. on Wednesday, Dec. 20.

Twigg, the former chair of the Spotsylvania School Board, was indicted by a Spotsylvania Grand Jury in February and charged with one felony count of forgery of a public record and one misdemeanor count of tampering with a county record.

The charges stem from a June 2022 meeting at which Twigg allegedly altered the contract for interim superintendent Kelly Guempel — doubling the amount of his monthly stipend — after it had been approved by the School Board.

Twigg pled “not guilty” in March and a four-day jury trial is scheduled to begin on January 29.

Details of the plea agreement reached by both parties will become public at the hearing next week. The court can either accept or reject the plea agreement.

Albemarle County Commonwealth’s Attorney James Hingeley is prosecuting the case against Twigg.

Twigg is represented by James Mangeno, a senior criminal defense attorney with the Fairfax-based firm Dycio & Biggs.

    Welll……nah. Nothing.

Res ipsa loquitor, eh, Mr. Kenney? The Republican standard indeed.

Though I’ve now got a new favorite for the next Republican nominee for Governor, under the law and order banner…… : )

Oh, and once again – thanks for excellent reporting Ms Uphaus. This lady is truly carrying the load at the Advance.

Clearly, Twigg and his attorney were not so confident they had a solid case if they opted for a jury trial. We shall see if the court accepts this plea agreement. I’m curious to know what exactly Twigg was willing to receive with regard to consequences…I assume his primary goal was no jail time. That still leaves fines, probation, house arrest, etc. on the table. I’m grateful for this admission of guilt. Prior to now, his fan base has sworn he would have these charges dismissed or would be acquitted…apparently Twigg and his attorney know he is in hot water and will be found guilty if this goes to trial.
