Kirk Twigg to enter plea in felony case next week

Kirk Twigg and the Commonwealth of Virginia will present a plea agreement before Spotsylvania County Circuit Court next week, according to the court’s online case information system.

The plea agreement is scheduled to be heard at 9 a.m. on Wednesday, Dec. 20.

Twigg, the former chair of the Spotsylvania School Board, was indicted by a Spotsylvania Grand Jury in February and charged with one felony count of forgery of a public record and one misdemeanor count of tampering with a county record.

The charges stem from a June 2022 meeting at which Twigg allegedly altered the contract for interim superintendent Kelly Guempel — doubling the amount of his monthly stipend — after it had been approved by the School Board.

Twigg pled “not guilty” in March and a four-day jury trial is scheduled to begin on January 29.

Details of the plea agreement reached by both parties will become public at the hearing next week. The court can either accept or reject the plea agreement.

Albemarle County Commonwealth’s Attorney James Hingeley is prosecuting the case against Twigg.

Twigg is represented by James Mangeno, a senior criminal defense attorney with the Fairfax-based firm Dycio & Biggs.
